Scalia Explains Refusal to Recuse Himself
WASHINGTON - In flatly rejecting a request to recuse himself from a case involving his friend Vice President Dick Cheney, Supreme Court Justice Antonin Scalia on Thursday issued an unusual 21-page memorandum that set out in great detail a factual and legal defense for his decision.
