Forum Column - By Chris Scheuring - Once again, the storied federal Endangered Species Act of 1973, 16 U.S.C. Section 1531 et seq., has hit the skyline. The U.S. Bureau of Reclamation recently decided to shut off nearly all irrigation water from the Klamath Irrigation Project to farmers on the California and Oregon border in order to protect endangered suckerfish and salmon.
