Forum Column - By John C. Eastman - Last Wednesday, the U.S. Supreme Court heard argument in Zelmon v. Simmons-Harris , easily the most significant case of the term. The case presents the claim, adopted by the 6th U.S. Circuit Court of Appeals, that a Cleveland school vouchers program is an unconstitutional establishment of religion because most of the children who participate in the program use their vouchers to attend religious, primarily Catholic, schools.
