Sept. 11 Funds Create New Stress for Victims

DENVER - The funds to compensate victims of the Sept. 11 attacks are creating new stress among victims, who are trying to determine whether to sue or take the substantial amounts offered under the $15 billion airline bailout fund. The federal money also seems to be dividing the emotional support offered by a country once united by that day.
