Focus Column - By Emily Longfellow - On Jan. 7, the U.S. Supreme Court heard oral argument in the case of Tahoe-Sierra Preservation Council Inc. v. Tahoe Regional Planning Agency, 00-1167. The court will decide whether a temporary development moratorium constitutes a taking. In so deciding, the court may provide guidance on what takings analysis should be used when evaluating the effect of land-use regulations.
