Experts Critique Delgadillo's Billboard Program
LOS ANGELES - Proposals by City Attorney Rocky Delgadillo to eradicate billboards from the city limits won't pass constitutional muster unless they address constitutional guarantees of free speech and property rights, prominent First Amendment lawyers said Thursday.
