Focus Column - By Jeffrey W. Hawkins, Recently promulgated regulations that provide for low-risk loans to property developers hold the promise of spurring development and re-use of "brownfield" sites, particularly within economically struggling areas. The regulations (4 C.C.R. Division 11, Article 9) implement Health and Safety Code Section 44500 et seq. This program exemplifies the state's desire to encourage the re-use of brownfields and to assist in revitalizing economically struggling and blighted urban areas.
