Panel says San Diego judge broke ethics rules

San Diego County Superior Court Judge Gary G. Kreep broke judicial ethics rules when he made inappropriate comments about the appearance and ethnicity of attorneys and others in his courtroom, according to a report released Friday by a panel of special masters of the Commission on Judicial Performance.
