Bay Area legislative giant Knox dead at 92

One of the state's most respected legislators, John T. "Jack" Knox — who authored the California Environmental Quality Act, the Knox-Keene Health Care Service Plan Act, the state's first regulatory framework for HMOs, and legislation many credit with preserving San Francisco Bay — died last week in a Richmond hospital at 92.
