Rulings on high speed rail project a blow to state

Sacramento Judge Michael Kenny on Monday ruled against the state's rail project in two cases, affirming opponents' arguments that the project's leaders shouldn't be able to spend bond money until they've fixed the project's funding plan.

A Sacramento judge ruled Monday that the funding plan for the state's high speed rail project must be completed before bond money can be spent building the rail line. He also moved to invalidate a decision by the rail project's stewards to go ahead with the sale of $8 billion in bonds to fund the project.
