OC judge punishes DA's office for conduct of two prosecutors who are now fellow judges

Ruling that a new bench colleague ignored potential misconduct while a prosecutor, Orange County Superior Court Judge Thomas M. Goethals on Wednesday prohibited the district attorney's office from continuing to pursue a first-degree murder charge in its retrial of a man who had been serving 25 years to life in prison.
