Appellate ruling upholds San Diego city employee pension reforms

The 4th District Court of Appeal unanimously overturned a 2015 decision by the state Public Employees Relations Board and upheld changes in the San Diego employee pension system under Proposition B, an initiative passed by city voters in 2012.
