Controversy has arisen over Antelope Valley head deputy DA's handling of pleas

Attorneys and court personnel have said Steven Frankland, head deputy of the DA's branch office in Lancaster, routinely instructs his deputies to add last-minute charges or enhancements, and makes plea offers that push defendants toward trial.
