A survey of homeless veterans who attended an event in San Diego to assist them nearly 30 years ago revealed many needed help resolving outstanding warrants.

At the same gathering, known as “Stand Down,” the next year, 1989, the first homeless court in the nation was held to help participants clear up legal issues preventing them from getting their lives back on track.
