LOS ANGELES — A California Highway Patrol officer has accused Justice Jeffrey Johnson of the 2nd District Court of Appeal of sexual misconduct, according to an internal document reviewed by the Daily Journal that seems to suggest Johnson was already the subject of a pending investigation.
