Of two minds

Literature and pop culture have their share of characters who act with mixed motives — Iago, Dr. Jekyll/Mr. Hyde, and Two Face, to name a few. Some were more successful at disguising their more nefarious motives than others. Iago was masterful; Two Face, not so much. Sometimes, however, our own governments — federal, state or local — are accused of acting with mixed motives. Unlike their fictional cousins, however, their motives are less likely to be the archetypal “good” and “evil” and more likely to be the more mundane “legitimate” and “illegitimate.”
