Veto of state environmental bill avoids confrontation with water contractors

Newsom angered environmentalists by vetoing SB 1, a bill that would have enshrined several federal environmental bills into state law. The move heads off a potentially ugly confrontation with water contractors, even though a legislative analysis found most provisions of the bill would have likely survived federal preemption claims.
