A 9th U.S. Circuit Court of Appeals en banc panel on Monday upheld a Trump administration policy barring health care providers that receive federal Title X money from referring women to facilities that perform abortions.
The court's support of the policy, which critics and the dissenting judges referred to as a "gag rule," is a sign of President Donald Trump's success at remaking the 9th Circuit in a much more conservative image.
