Migrant Protection Protocols require tens of thousands of self-declared refugees and asylum seekers to cross back and remain in Mexico indefinitely while their applications are processed. In effect since January 2019, the policy is a clear change from the government's previous "catch-and-release" policy, under which asylum seekers were allowed to stay inside the United the States while waiting for their cases to be processed.
