Neither tenants nor landlords are completely happy with governor’s emergency orders

The definition of “moratorium” and “ban” are at issue as landlords groups say they are losing long-held rights to their property.

Tenant and landlord rights groups alike say the governor’s emergency orders on evictions and rental payments are unclear and complain of a confusing archipelago of local ordinances, state orders and city council votes that do not provide a uniform protocol as April rent comes due for millions of Californians.
