In Lassen County, where the two largest employers are state and federal prisons, Superior Court Presiding Judge Anthony R. Mallery issued an order invoking the Victim's Bill of Rights and reminding prosecutors several times they could object to zero bail if they feel a defendant is a public safety threat.
