The litigation stems from an ordinance aimed at regulating sober living homes and protecting people who are recovering there, according to attorneys for the city.

Attorneys defending the city of Costa Mesa in federal litigation filed by sober living homes have prevailed with three summary judgments since March, according to court documents.
