9th Circuit hears arguments Tuesday on solitary confinement conditions
The 2015 settlement between the California Department of Corrections and Rehabilitation and the Center for Constitutional Rights outlined a two-year agreement in which the department would move to end indeterminate solitary confinement in state prisons.
