DOJ loses effort to tie grants to immigration help

A 9th U.S. Circuit Court of Appeals panel handed San Francisco and California a victory Monday in their lawsuit against the U.S. Department of Justice, which sought to withhold federal grants for criminal justice programs if the city and state failed to assist in enforcement of federal immigration laws.
