OCDA report says ex-prosecutors engage in misconduct, harming death penalty case

The report details a series of alleged prosecutorial missteps in the months after Scott Dekraai, a then-41-year-old former tugboat operator, walked into a hair salon in Seal Beach and shot to death his ex-wife and seven other people.

Prosecutors engaged in misconduct and damaged the case against the worst mass killer in Orange County history, according to a report released Monday by District Attorney Todd A. Spitzer, who was elected after the case ended.
