Voter referendum cannot hold up city rate increase because it is a tax, state high court rules

The state Supreme Court ruling is a victory for other agencies — including water districts, cities and counties — to raise rates for projects without fear they would be blocked by voter referendum.

Citizens cannot block a water rate increase by referendum because it qualifies as a tax for essential government operations, the state Supreme Court ruled Monday.
