Leader of state Senate Republicans says remote voting by legislators is unconstitutional
“Virtually all provisions of Article IV of the California Constitution assume that the Legislature will act by means of physically convening members in the same place at the same time,” states a letter signed by Deputy Legislative Counsel Alyssa R. Kaplan.





When the Senate Judiciary Committee met last week, most of it's nine members were in the hearing room wearing masks. But one -- Sen. Henry I. Stern, D-Canoga Park -- voted by video from his district office in Calabasas, 350 miles away.
That's unconstitutional, according to Sen. Brian Jones, R-Santee, who is the Republican Caucus chair.
