Court leaders developing judicial bias guidelines

The Committee on Judicial Ethics Opinions — whose members include appellate justices, trial court judges, and a commissioner appointed by the state Supreme Court — announced a draft opinion Friday that provides advisory guidelines on how supervising judges should investigate complaints about trial court judges.

U.S. Magistrate Judge Louise LaMothe helped develop a rule for local committees on bias to educate and provide informal complaint procedures in 1992 but most California courts don't have them.

A state Supreme Court committee and the Judicial Council are working to develop guidance on how courts tackle judicial bias.

The moves come as several attorneys have said they continue to experience discrimination in court despite three decades of efforts to address the issue.
