Contra Costa DA says looting charge guidelines are misunderstood

The guidelines, implemented in June by DA Diana Becton, add a layer of scrutiny in deciding whether to upcharge theft or burglary crimes to looting during the state of emergency.

The Contra Costa County district attorney is dismissing claims that recently adopted charging guidelines directed prosecutors not to charge suspects with looting if they determine the items were stolen out of need.
