9th Circuit questions detention of minors

The government was following a Centers for Disease Control and Prevention order aimed at keeping unaccompanied minors away from other detained immigrants to prevent the spread of the COVID-19 virus, he said. But the panel made it clear it would almost certainly affirm Gee's decision that the government's treatment of the children would fall under the Flores settlement agreement.
