US government proposes rule to limit federal employee backpay

The agency's interpretation of the Back Pay Act has not seen changes this big since 1981, the agency said.

The U.S. Office of Personnel Management published a proposed rule Wednesday to limit the circumstances in which federal employees are entitled to back pay. Under the proposed rule, unions representing these employees in back pay actions would also no longer be able to recover attorneys' fees.

The agency's interpretation of the Back Pay Act has not seen changes this big since 1981, the agency said.
