A 9th U.S. Circuit Court of Appeals panel seemed skeptical Thursday of the state's 31-year-old ban on semi-automatic rifles, which now includes the AR-15 weapon.
The panel, which includes two appointees of President Donald Trump, peppered Deputy Attorney General Peter H. Chang with questions about why the constitutionality of the Assault Weapons Control Act of 1989 shouldn't fall under the tough strict scrutiny standard.
