Ruling stymies Legislature's attempt to circumvent US immigration law
Judge Ronald Gould of the 9th U.S. Circuit Court of Appeals wrote the 3-0 decision last week that Congress’ authority over immigration law “cannot be manipulated after the fact by state laws modifying sentences that at the time of conviction permitted removal.”
