Is Congress moving too little and too slow on climate change?
The current spate of headlines about Biden’s inability to advance his agenda seems odd to any political realist. Who would believe that an administration with a bare majority in the House of Representatives and a split Senate could in its first two years obtain passage of a nearly $2 trillion COVID-relief package, and may soon enact a $1.25 trillion infrastructure package and a $1.75 trillion companion reconciliation bill addressing a range of social reforms sought for decades by progressives in this country?
