Penal Code Revision Committee suggests abolishing three strikes law
The seven recommendations were: strengthen California’s mental health diversion law; encourage alternatives to incarceration; expand the prison department’s reentry programs; equalize parole eligibility for all offenses; modernize the county parole system; repeal the three strikes law; create a review process for convicts serving sentences of life without the possibility of parole.




Abolishing the three strikes law, modernizing the parole system and encouraging alternatives to incarceration were some of the finalized recommendations the Committee on the Revision of the Penal Code issued in its 2021 Annual Report to the Legislature and governor.
The report, published Thursday, is the second from the committee, which was created in 2020 through budget legislation and comprises academics, judges and lawmakers.
