Judges would have new powers to order care and treatment of homeless and mentally ill people under a proposal from Gov. Gavin Newsom.

"The largest public health institution in the United States is the LA County jail," Newsom said during a lunchtime news conference in San Jose on Thursday. "This is not just cops arresting folks and throwing away the key. This is a completely new strategy."
