Case against eased prisoner release rules can proceed

Last year, a group of 44 district attorneys, led by Sacramento County’s Anne Marie Schubert, challenged a policy changing how inmates accumulated credits toward release. They alleged the department misused the definition of emergency “operational need” under the state Penal Code and Administrative Procedures Act.
