Involuntary program better than jail, ex-homeless man tells governor’s roundtable

SOUTH LOS ANGELES — Sneferu Hines was arrested for alleged arson in 2018. He was in jail when he was offered a chance to participate in Project 180 to avoid being sent convicted or sent to a state hospital.
