Lawmakers want to ease declaring abusers ‘vexatious litigants’
AB 2391, passed by the Assembly Judiciary Committee, seeks to build on existing laws protecting parties against vexatious litigants, defined under state law as people who repeatedly file “unmeritorious motions” or “attempts to relitigate” previously decided matters.




The Assembly Judiciary Committee passed two bills without debate Tuesday that could affect thousands of litigants and jurors.
One would allow people with domestic violence restraining orders to be declared vexatious litigants. The other could make it easier — and cheaper — for jurors to take public transit. Each proved so uncontroversial they passed without debate.
