LA County wants US judge to exit litigation on homelessness

Los Angeles County’s outside counsel, Skip Miller, found a way to ask U.S. District Judge David O. Carter to give up the case, without asking him to recuse himself.

Los Angeles County appears to have found a way to ask a federal judge to transfer litigation over homelessness in the region to another judge, without asking him to recuse himself.
