Law review article criticizing high court brings questions for nominee

U.S. District Judge Salvador Mendoza Jr. of the Eastern District of Washington, nominated by President Joe Biden to a seat on the 9th U.S. Circuit Court of Appeals, was grilled Wednesday on an article he wrote 26 years ago about racial discrimination.

Nominees for lifetime appointments to the federal bench would have simpler confirmation hearings if they never had written law review articles.
