3rd District presiding justice admonished for decade of delays

The Commission on Judicial Performance on Wednesday publicly admonished 3rd District Court of Appeal Presiding Justice Vance W. Raye over a decade of delays. But in an email to court staff last week announcing his retirement, Raye defended his time with the court and said he had “no regrets.”
