Federal judge OKs agreement on Los Angeles homeless

U.S. District Judge David Carter appointed a special master to oversee and enforce terms of the $3 billion deal.

A federal judge approved a $3 billion settlement between the City of Los Angeles and an advocacy group that asked the city to take measures to mitigate the living situation of the homeless population.
