LA water bill case nears end with probable $4.9M fee for class counsel

The Los Angeles water billing litigation — which led to federal plea agreements by city attorney staff and utility officials — is nearing its end with the judge’s tentative OK of a $4.9M fee for the new class counsel, who was appointed after the previous counsel were found to have been recruited and helped to file the case by the city’s attorneys.
