Attorneys for gun owners and Ventura County faced tough questions Wednesday from a 9th U.S. Circuit Court of Appeals en banc panel over its 2020 order that kept ammunition stores and shooting ranges closed for more than a month.
The questions, from judges on the left and right, weren't just about the past but about how government officials can protect against a pandemic and whether those powers can be deployed without much explanation.
