Inadequate instruction in schools predates pandemic, experts say
"The scope and extent of this matter is critical," Kathryn A. Eidmann of Public Counsel said in a phone call Tuesday. "The consequences of remote learning exposed, fueled, and extended the opportunity gap" in the educational system.
