Is plan for a giant water tunnel one project or many?

"The currently proposed project differs significantly from DWR'S [the Delta Water Agency's] 2010 Drilling Project. ... According to Governor Newsom, the DCP [Delta Conveyance Project] is a 'new single tunnel project (Executive Order N-10-19)," wrote Osha R. Meserve, representing the Central Delta Water Agency and two sister agencies as a shareholder with Soluri Meserve ALC in Sacramento.

The latest challenge to a plan to build a giant water tunnel from the Sacramento-San Joaquin Delta to Southern California centers in part on whether the years-old concept is one project or many.
