Bar to seek review of circuit ruling restitution debt is dischargeable
“This decision is in direct conflict with the decisions of every other federal court that has addressed the dischargeability of debt owed to a state bar’s victim restitution funds,” State Bar Interim General Counsel Robert G. Retana said.




The State Bar intends to seek a rehearing en banc to force a disbarred attorney to pay over $2 million in restitution funds to its Client Security Fund after a 9th Circuit panel ruled he could discharge the debt in bankruptcy.
