Justice is part of panel studying roots of veteran criminality

One in three veterans reports being arrested and booked into jail at least once in their lives, compared to less than one-fifth of nonveterans.

A California Court of Appeal justice will sit on a 15-member commission to explore why so many military veterans end up in jail or prison.
