‘Forget it, Jake, it’s LADWP v CARB’
The case began a decade ago when the city challenged the agency’s findings on what the city should be required to do to clean up air pollution coming out of the valley. The Owens River basin is the source of much of the city’s water, a deal made famous in the 1974 film, “Chinatown.”




A Sacramento judge “tended to agree” Friday with the city of Los Angeles in its latest battle with the California Air Resources Board in a long-running war over the Owens River Valley.
While Superior Court Judge Shelleyanne W.L. Chang issued a tentative ruling in favor of the city, she also said she was “concerned … over the lack of common understanding” between the two sides.
